No payment methods or tax providers (3.80)

Bit of a strange issue, I've installed a fresh instance of version 3.80 today but the tax providers and payment provider lists are both empty. Is this intended behaviour? I seem to recall in 3.70 and previous releases there was a pre-built list of options for both these settings. My apologies if I've missed something obvious, it's been a while since I've worked with nopCommerce.

It appears this problem is related to plugins, none are loading (the 'Local Plugins' section of the admin system is empty). As anyone encountered this problem? The directory is present and I'm using the built in IIS server in Visual Studio 2015 with administrator rights.
