Send welcome mail instead of account verification mail to new registered users.

I want that when a new user register on website instead of validation mail just a simple welcome sent to him and When welcome mail sent to him, his account will automatically activated. I tried configuration->setting->customer settings->standard. But this is not working for me. It activate the account but does not send welcome mail to user.

Go to admin area -> Content management -> Message templates and find the 'Customer.WelcomeMessage' template. Is it active?
