Issue with Paypal Standard payment

Hi All,

I am using NopCommerce 4.0 and having issue.
I have recently upgraded a site for my client in india.
I haven't done any customization in paypal standard plugin code.

This is indian merchant. In currency config INR is the default currency.
When I do transaction with india customer it works.
But with US customer account it fails and give error like "We are unable to process your payment using your paypal account at this time. Please go back to merchant and try using a different payment method"

But if change default currency to USD/AUD then it works fine.
But I cannot do this for Every order going through Paypal.

Does anyone know why this error is coming and what is the solution for it?
