Failed to debug v4.20 by the issue "an error occurred to determine the process id of dotnet.exe"

Hi guys,

Just downloaded the v4.20 code but failed to debug.  The error: an error occurred to determine the process id of dotnet.exe".  The code of v4.10 is working properly.  Any idea why cause this issue and how to fix it?  

IDE: Visual Studio Community 2019
OS:  Window 10 pro
