Forum improvements

1)  Add to in a forum possibility to put a file (picture).
Not write and to describe a problem, and at once to put a file with a screenshot, and descriptions to it. Easier and more visually.

NopCommerce Team don't have dedicated forums for Russians, French or Italians. English language only.
