Build issues using latest version of Visual Studio 2019

Since using the latest version of visual studio 2019 we are having issues where plugins referencing Nop.Web are copying files and folders from Nop.Web to the plugin directory which stop everything from working.
Were seeing this in 4.10 & 4.20.

Sorry for the short post but cloudflare kept blocking the submission so I hade te remove the files names. See here

Set Copy local equal No for Nop.Web project reference in your plugin.
