Will the 1.8 Russian Language packwork ona 1.9 server install?

you will be able to install it, but there will be  translations missing  from all the resource strings which were added in 1.9

if you look at the 1.8-->1.9 upgrade scrip :
(nopcommercestore-->install-->scripts-->1.9-->   nopCommerce_upgrade.sql )

you will be able to determine which ones
