How to create sticky forum topic?

I searched google and forums and see some release notes that indicate you may be able to create a sticky topic, but can't figure out how to do it.

Can anybody help?

The customer account needs to have "Is forum moderator:" checked (Administration > Customers > Manage Customers > Edit Customer > Customer Info tab> check option > Save) to be able to set/change a topic's Priority (Normal, Sticky, or Announcement).
