Can I manually delete a plugin?

I am having issues with bad plugin uninstalling. If I try to uninstall from the admin panel i get tons of errors.

Can I just manually go in and delete the references in the plugins.json file and also the folder and dlls that exist in the plugins directory?

This plugin did create database tables so can I just delete those as well?

Yes, you can remove the line in the plugins.json file and also delete the the plugin subfolder in the \Plugins folder.  Then, restart your site.
