Zip2Tax Tax Provider and Virtual Merchant Payment Method

Hi,

Doesn't nopCommerce 1.9 support for Zip2Tax Tax Provider and Virtual Merchant Payment Method? Appreciate if someone can guide me or show me a documentation about adding them in nopCommerce.  

If I have to add them manually how do implement UIs (.ascx) for them?
