Displaying a Maintenance Page

I have hosted nopcommerce on  windows server and running, now i want to version up, I am updating its version to latest available version, my question is
What is best way to display maintenance page, while I am publishing new version on server?

Is there a way to manage it at DNS level, so that even if i restart/shutdown my server machine people will get maintenance page displayed when they visit website?

In General Settings, there is a "Store closed" checkbox.

Yes, you need to keep server on. If you close your server then site is not working.

You can use workers from Cloudflare to dispaly a maintenance page. Please find more information about it here
