New nopcommerce version 4.60.5

1. I recently installed a new version of NopCommerce, and it loads too much when I log in and out.

Please clarify "loads too much".
Are you seeing any error messages? (In browser, or SQL query the [Log] table in the db)

Where did you installed this version of nopCommerce?

Can you make sure that you are using latest version of MS-SQL, have enough RAM on your system and your system have enough processing power?

Ideally when you run nopCommerce 4.60 with no source or source code version, I prefer to have a system with minimum below configuration:
RAM: 8 GB
Processor: 2 Core intel i3 or higher
Storage: NvME is preffered, not even SSD.

This is not just about nopCommerce but to run any dotnet based application since you also have MS-SQL server.
