Missing vendor notifications: Order Cancelled and Refunded?

Seems we are missing notifications for vendors to inform them when an order is cancelled and/or refunded.

Yes, that's true.  I'm not sure why team did not consider one for Cancelled.  Refund might be a problem because the order could contain items from multiple vendors and the refund might only impact one of them.
