Is there comment area in the check out pages?

I have not found out any comment area in the check out pages so that buyer can enter messages during check out.
Is that because because I did not configure it correctly, or simply there is no this function?

Look at checkout attributes (admin area > catalog > attributes). Simply create a new one with 'Textbox' control tyle
