I am using 2.6 to start off.
This is possibly a dumb question but has Recently Added Products always only displayed 4 products and offers no way to page through other new products? I checked out 2.8 to make sure and it seems to do the same thing as 2.6, so I'm mostly curious if it's by design or not. Thanks.

In admin>configuration>settings>catalog settings you can configure Number of 'Recently viewed products':
