Nop 2.80 get stuck many times

Hi,
I installed nop ver 2.80 on a local IIS 7.5. Looks like it gets stuck too many times whenever I want to add somthing to the system, say a new category. When I restart the site it goes up real fast. What am I missing here? Is there any configuration on the server on for the nop that can help???

You can use the Net panel of YSlow to profile your request and see where the bottleneck is.
