Which file do I need to edit (in nopCommerce 3.0) to duplicate the "Add to Cart" button higher up on the page when I have a lot of content describing the product?

You should edit views ProductTemplate.SingleVariant.cshtml and ProductTemplate.VariantsInGrid.cshtml.
