Can you develop an automatic upgrade procedure

I'm having all sorts of trouble trying to upgrade from 3.6 to 3.7. Is it possible to develop an automatic upgrade procedure? This would greatly enhance the nopCommerce product. If I could just point the upgrade to the old database and press upgrade instead of install that would be marvelous. I know it could still be a problem with third party plugins and themes though.

Would it be possible to have plugin version compatibility reporting - by scanning the plugin repository, and automatically running plugin upgrade processes in the plugin - i.e. give it another method - Install() Uninstall()  - add Upgrade() to the base plugin class, so we can do more than just run sql upgrades?
