Time Setting for special price

Hi, I find out that the time used for special price or publish/unpublish is using UTC-00

Is there a way to change that to local our local time ?

cause my customer will not think about converting the time to utc-00

The time is stored as utc and you cannot change that however you can change how it is displayed.

Go to Admin > Configuration > Settings > Customer Settings. Select Advanced, near the bottom select the default store time zone.
