Local plugins not showing after upgrading to 4.0

I had a Production site working smoothly on 3.9 version.
After upgrading, no Local Plugins are shown (empty page).
Am I doing something wrong ?

OK, I just set some plugin projects in the build dependencies, re build and all appear in the local plugins.
