I have the same issue with version 4.40.3
I installed persian language but in page source i see the same things like this:
<title>&#x641;&#x631;&#x648;&#x634; &#x622;&#x646;&#x644;&#x627;&#x6CC;&#x646; &#x645;&#x6A9;&#x645;&#x644; &#x648;&#x631;&#x632;&#x634;&#x6CC;&#x60C; </title>
