How to enable html editor in topics wysiwyg editor ?

Hi, I'm using Nop 2.1. I noticed that under topics, editor does not have html source editor. I think its a editor from telerik controls. But I'm unable to figure out, from where I can enable html source in editor? Is it available in admin panel, or do changes in code somewhere?

The gear icon (last one on the right) allows you to view and edit the HTML source in the editor on the "Edit topic details" page.
