Discount to one customer?

How can I get one single customer discount by percent(%)

In the Customers tab, create a new customer role. Then, in Promotions, create a new discount type, assign a fixed percentage based on whatever you want (but I've found 'Assigned to Order SubTotal' works best). Then go into your customer database, call up the customer and set their role to the new discounted role.
