Can we please get clear instructions on upgrading from 1.3 to 1.4?

I have spent a lot of time installing, configuring and loading my 1.3 site with product data and getting everything the way I want it.

I'm pleased to see the 1.4 update (especially some of the additions and fixes) but I do not have a clear understanding on how to do an inplace upgrade of my production site from 1.3 to 1.4

Please provide clear instructions on how to do this.
