Hi, i just noticed that in your xml many LocaleResource names are lowercased. Are you sure this causes no problems to nopcommerce?

Further more it seems to be only some "differences only" language pack with only about 300 entries. So a spain customer requires some full language pack, before importing yours. Is this correct?
I have problems to use de language pack. After I import the XML file, I change to "Español" and I get the translation like Admin.Customers, Admin.Sales, etc. ¿How can I Solve this?
