how to re-write a page in admin site using plugin?

I have a situation so that in category list page there are some row I don't want to display the edit link.
I want to write a plugin to do it.

I have idea, when administrator click Category>List in menu, the webpage redirect to action in plugin but I don't know how to do it because its link is Admin/Category/List
