Post IIS installation missing style sheet(?)

This is my first posting and am new to web site development, IIS, and the lingo.

Earlier this week (8/6/14) I downloaded nonCommerce_3.4_NoSource.rar into the downloads folder. After following the instructions to install the non-source code nopCommerce 3.4 into my workstation's IIS, the demo website wants to run but the page is displaying only text and appears the views, style sheets, or forms are not being referenced.  Even though it is a formatted HTML document, its source includes some references to scripts at "/NopCommerce/Scripts...". but is displaying a simple black text with white background with text and check boxes, radio buttons, and an Install button near the bottom right of the document.  No images.  I would include a screen print but don't know how or where the images can be placed for your reference.

I created a folder in c:\inetpub\wwwroot named NopCommerce and extracted (via 7-zip) the files into that folder.  Next, I launched IIS Manager and performed (hopefully) the various documented updates including the ASP.NET v4.0 in Application Pools. As a desperate move, updated the permissions in c:\inetpub\wwwroot to full control for IIS_USRS.

Because the page formatting was not correct, I attempted a different approach by using the Install using Microsoft Web Platform Installer.  This install added Microsoft WebMatrix.  After the install, launched WebMatrix and it displayed the install page as expected on its assigned port number (e.g. http://localhost:11nnn).  Since this was working so well, I used Microsoft Web Platform Installer and transferred that site into the local IIS system.  However, the results were exactly the same as the original install stated above - the install page is black and white.

After completing the demo store installation, it successfully updated the SQL Database and created the initial storefront (?) page but it remained the simple black and white page - no style sheet type formatting and no drop-down lists or menus; meaning clicking on a menu option did not produce a list of additional options.

Figured out the resolution to the problem and in a single work - permissions.

After changing the permissions to the inetpub folder and its sub-folders for all users to full control resolved the display problem.  I suspect this is not the recommendation and would like knowing the appropriate permissions configuration for:

inetpub
wwwroot
NopCommerce folder, sub-folders, and files.

When a user connects to IIS via http://localhost/NopCommerce, what user does Windows see during that session?

Which other users and permissions is accessed my IIS?
