Disable New Registration

Hi,

Can someone tell me where can I go to disable new registration? I'm using v1.5 and I couldn't find it in admin.
I tried to set Customer.NewCustomerRegistrationDisabled to false and still doesn't work.

Did you check the global settings --> Other --> 'Usernames' enabled: & Registration method: --> Disabled?

yes i do this,   check the global settings --> Other --> 'Usernames' enabled and now i can't acces to control panel,
what can i do for disable this option ?
