Both combined will have more versatility (Example: you can have different/free shipping pricing formulas above certain total amounts, restricted to certain countries and or certain methods) and it will be easier to support.
It is only needed to add the "Order total From" and "Order total to" columns (defaults: 0 and 1000000 respectively) to the Shipping by Weight plugin and it will cover both cases weight and total
