this plugin is only for Netherland and I need these to check postal for these 7 countries: Luxembourg,Austria, Germany, France, United kingdom, Belgium, Netherlands.

In my opinion we cannot rely on one provider for different countries. You may need to choose different providers first and then select a nopCommerce developer to develop a plugin for same.
