Version 3.4 - Country is fglagged as required but does not display Country is required message and allows user to register without choosing

Hi all,

I've tried going into the code and must be missing something. I have the checkboxes in the admin section set to enabled and required, but it's not working.

It only happens during registration. Checkout as a guest works fine. Wondering what I could be missing?
