Where do I send newsletter and emails to specific customer rolls?

I have NOP 4.3

Admin > Campaign

Last thing is "Limited to Customer Role"

But there is no way to send only to newsletters subscribers?

Yes, but it still cant send email ro those how have subscribed to newsletter but not registered as customer.
That is very strange
