Any ideas?

How are you trying to run it?  In IIS?  Via Nop.Web.exe?  On "host", or on local PC?

In any case, be sure to "Unblock" the downloaded .zip file before you extract the files.
If this is on your local PC, I recommend you first run it via the  Nop.Web.exe in the folder you extract to.

Running it on a hosting platform.  What do you mean by "unblock"?  When I download it, it's not being blocked as far as I know.
