Anyway to make PayPal standard take an additional fee as a percentage as opposed to static value ?

I was hoping to see this would be fixed in 2.0
It otherwise renders PayPal standard useless, at least
for those who wish to charge their customers for paying
with PayPal.

Anyone successfully changed this to take % ? If so how.
