Can't I upload it to the plug-ins folder and install it through the admin plug-ins panel?

How would I set the return URL Handler if I am using Paypal Direct also?

You should treat PayPal Express and Direct as 2 different payment methods and therefore 2 different plugins

The Problem is I think Paypal only allows me one Handler URL for both express and Direct?
