I am using nopcommerce 3.90 version !!

I have checked this plugin, I have installed it on my local computer nopcommerce project and I am only able to Edit it from Local Configuration > Plugins > Local plugins.

Can you help me to setup discount for specific store?

I need to know how can I setup discount for store from admin panel

"Edit" of a plugin in the plugins list does not 'configure' it.  Create a new discount, and in the requirements tab, add it as a requirement, and configure it there.
