Multistore with different payment methods nopc 3.8

We would like to use multistore to have one store (store 1) with Manual Payment and Purchase Order Methods and one store (store 2) with Purchase Order Method only.

I choose “Multi-store configuration for “ for All stores for Manual Payment and I choose Multi-store configuration for “ for  Store1 for Purchase Order.

When we try to choose one payment method for Store 1 and another payment method for ALL stores, is changes on both. It is not working. Did I miss anything?
