Is Recompiling needed after making changes in the header.ascx

Hi, is it best to recompile the site after making changes in the website layout?

I have updated the design and the changes show up properly. Is recompiling needed for performance reasons?

No, you only need to recompile if you make changes to class files.  The web server takes care of the changes to web forms (.aspx), user controls (.ascx) etc.
