problem in saving display order value in Farsi

hi. when site language is set on FA(farsi/persian), page validation errors on display order field, even when order value is set (it says 'Please enter a valid number' ). but when I switch site language to EN, it accepts same value.
I'm using version 4.40.3_nosource.

after a global test I got this validation error occures on all numeric fields, in both persian and arabic languages.
