We would like to have free shipping to the lower 48 states in the US.
We are getting orders in from Puerto Rico that are not being charged shipping and i even have puerto rico checked off as disabled for shipping.
How can i set my store so it will only charge shipping to Alaska, Hawaii, Puerto Rico and Canada, and free shipping to the lower 48 states.
