//TODO in Source Code

I'm currently using nopCommerce 1.30 and i'm new to it.
I was wondering is it a must to modify the source code where there is a comment start with //TODO... ?

May i know is there any modification done for the following TODO in ShippingMethodInfo.ascx.cs?

//TODO add restricted countries [Nop_ShippingMethod_ResrtictedCountries]

I'm need to filter the display of shipping method based on country, eg shippingmethodA will be showed only for countryA, whereas shippingmethodB will be showed only for countryB, ...

If yes, could you please share the code with me in advance before the next release?
