PayPal Standard authorize/capture

I just upgraded from 1.9 to 2.3 and noticed that the PayPal Express in not a plugin, just the PayPal Direct and PayPal Standard. I use PayPal direct and is work great. But, the PayPal Standard plugin does not give you the option of Authorize or Capture. Is there a way to set it up to just Authorize? Maybe in the all setting or something?

No, the PayPal Standard plugin never had such option

Yes Please add PayPal Express, I just went from 1.90 - 2.40 & this is the only real issue left.
