Recommended quantity

I'm developing a tire shop.
I wish that the recommended quantity was 4, not 1.
The user can then change the quantity at will.

Is it possible?

I was going to suggest setting the product's Allowed Quanities field to "4,3,2,1", but I just tried it, and it the drop down appears to show the values sorted rather than in order the entered in the csv.  (which I would think is a bug ;)

sorry, meant to say the drop down has items ordered as entered i csv, but the default value still seems to be "1" (minimum) rather than the first value in csv
