I have only .NET 1.1 experience.  
In .Net 1.1, I have used only SqlCommand.  
Can you explain how you generate this Nop.Common.XML file from the SQL tables?
Any URL reference will be helpful.

You can see how business objects are serialized to xml in NopSolutions.NopCommerce.Common.ExportImport.

The code is pretty easy to follow.
