Store time does not match the Log time on my Store

I have an issue with the Time Settings for the store.

In my store the time is setup to be (UTC + 10) Canberra, Melbourne, Sydney. But if I access any of changes that are made to the front end, let's say if I add products to a cart and then go to the admin section and see the Current Shopping Carts it shows me a completely different time.

I added a product to the cart at Friday, July 21, 2017 2:45 PM
But in the admin section it shows the updated on time to be 7/21/2017 8:19:35 PM

Does anyone have a solution to this?

In admin time are often displayed as UTC (+0)

Is there any way to change that to show the System Default?

I think you will find that the time is UTC in the Grids, but shows correctly if you go to the detail page (e.g. Order List vs Order Detail).  I recall this was a problem with the Telerik Grids that I don't think was ever resolved.
