Missing Locale String Resources after Upgrade from 3.7 to 4.0

I assume these would be added by the upgrade scripts, which I ran, but when I log into the Administration, there are a number of apparently missing strings.

1. Is my assumption correct?

2. Is it safe to re-run the upgrade scripts or do I need to start from scratch with the DB import and upgrade scripts?

Did you run all the upgrade scripts  3.7 to 3.8, 3.8 to 3.9, 3.9 to 4.0?
Did you notice any errors?

Ran all scripts, yes.

Ran scripts from SmarterASP cpanel. Don't know whether it displays errors.  None were presented.

Can re-run from SQL Server Mgmt Studio, but don't know if re-running will introduce other problems.

Re-ran scripts in MS SQL Server Mgmt Studio 2017.  No errors.  Resources now updated.  No apparent side affects.

This is a test site only, so not concerned.
