Shipping by quantity based on shipping method and product category

Hi was wondering if the following is achievable and if anyone had some ideas on how to go about it.

If i have say 3 shipping methods (usps, fedex ands standard) and 3 product categories(say stationery, IT equipment, and furniture) Basically what i want to do is:
purchase a total of 1-30 items from stationery and/or furniture then you can use any shipping method
purchase a total 31-60 items from stationery and/or furniture and/or IT equiment then you can use shipping methods usps and fedex
