Problem with sending emails version 4.20

The process of sending emails sometimes they are not sent automatically, sometimes they are sent immediately and sometimes they are sent after several minutes.

Email sent on a schedule basis. After every certain period of time, it send all queued mails saved in database.

In Admin > Schedule Tasks , the default is
Send emails  60 seconds
