CleanProjectAssembly error

Hello, i know that there is plenty of advices how to fix CleanProjectAssembly on 4.2 nopcommerce version. However for it didn't worked. I tried this https://github.com/nopSolutions/nopCommerce/issues/4116
but it doesn't solve the issue.

How to reproduce this issue?
Download 4.2 nopcommerce
Open it with VS 2017, Make clean solution and then try to build it. Its impossible. If I try rebuild then get "A PackageReference to 'Microsoft.AspNetCore.App' specified a Version of `2.2.5`" error.
SDK is 2.2 and runtime is correct on my pc.
Is there any ways how to solve it ?

Version is 15.9.20

I could say one thing -  NEVER EVER MAKE "CLEAN SOLUTION" on Nop.Web after this nopcommerce can't build and run. I downloaded new nopcommerce and it runs perfectly.
