How to load xml file in base

Can I take  translated defaultResources.public.nopres.xml and and load or language_8.xml from Extensions section and load? How I load it?

Go to admin area > Configuration > Languages. Then go to your language details page. Click "Import resources" and upload your XML file with resources.
